Governance and Management

The City Strategy Partnership Group is backed by a Memorandum of Understanding that was created to bring together for the first time, as a single group, all the funding agencies of all employability activity in Glasgow. This has been done by merging the existing Funders Group, the Welfare to Work Steering Group and the City Strategy Steering Group.

The Partnership Group is responsible for the City Strategy and for delivering Glasgow Works which encompasses all current plans and initiatives of partners to address worklessness in Glasgow.

The partnership aims to meet and exceed the targets set out in the Glasgow Works Business Plan by delivering real action on worklessness and delivering high quality, effective and responsive employability services. The effect of getting people into work will help reduce child poverty.

The Glasgow Works Partnership Group is supported by David Coyne, Head of Business and the Economy who in turn is supported by a core team of full time and part time secondees drawn from the Partners.

The Development and Regeneration Services Directorate of Glasgow City Council administers the budget on behalf of Glasgow Works.

A Monitoring and Evaluation Framework has been designed by Professor Alan McGregor of Glasgow University to ensure that not only the activity of the Partnership Group is tracked but also Glasgow Works develops a greater understanding of individual experiences and journeys along the employability pathway.

The Risk Management processes which have been adopted follow and comply with the Corporate Governance guidance and requirements laid down by the Scottish Government and will include a Partnership Risk Register.
