Work and Key Elements

To manage the process of optimising decision making and funding, the Strategy focuses on three key workstreams.

Each workstream has a detailed action list with milestones and task group champions drawn from the public, private and voluntary sectors, in addition to the Strategic Partners.

    Streamlining Delivery Employer Engagement
Merging of Welfare to Work Steering Group, City Strategy Steering Group, Funders Group and Equal Access Good Practice Framework Vacancy Filling
Common Definitions and Reporting Periods New Commissioning Model Diversity and job retention
Monitoring and Evaluation Piloting support for work based qualifications Links to Regeneration and Jobs Growth
    Joining up Pathway
    Alignment of Funding

The Streamlining workstream has involved merging strategic groups, developing common definitions and reporting processes; implementing a monitoring and evaluation system; securing the legacy of Equal Access; developing a joined up pathway and aligning funding. Common definitions have been agreed and a common tracking system developed.

The Delivery workstream involves developing a good practice framework; developing and implementing a new commissioning model; and supporting continuing training after moving into work.  The contracted services are underway, led by the Local Regeneration Agencies and in mid 2010, a second phase will begin.

The Employer Engagement workstream addresses vacancy filling; diversity and job retention, and links to regeneration projects and jobs growth. This streamlined approach makes it easier for employers to engage.

The Strategy recognises that in addition to assisting those on benefit into sustainable employment, there will be positive impacts for Glasgow and the whole of Scotland by contributing to the 4 cross cutting themes of Diversity, Health and Social Care, Economic Growth and Social Inclusion. This should lead to a healthier population, an economy able to grow, and a workforce enriched by drawing on the full range of talents available in the working age population.
